Demonic pulp world!

I am not sure if this is the place for this or not, so please forgive.

I am seriously thinking of creating a campign setting that is total odd and weird. The idea came from the Hellboy comics and the new movie so bare in mind this when you read this. The campaign is set in world everything is flipped upside down where you will find humans not the heros or center of the story this. The demons and it's kind are the heros of the story, they are the good guys that not just fight their own kind but also the humans that control technology and magic to consume and corld there world. Set in a quasi atmosphere of 1930's pulp noir where you find most demons wanting to be good even though there those that still hold on their evil natures.

Using the D20 modern rules
New rules for playing a modified demonic races
New adavance and prestige classes gear for the world.
Technology based necromantic devices

Have you considered Mutants & Masterminds for this? Just a thought. As a D20Modern setting, though, it could definitely be interesting. I'd certainly check it out. I like Modern :)

Personally, I think it sounds great. Necrotech especially. Might I suggest using a racial level system for the demonics? That way PCs could have an ECL +0 character to start play and work their way up, if they chose to do so. You might also want to consider some system of corruption or taint for the humans who deal with necrotech and demonic powers.

You might want to check out Nocturnals (a comic and soon to be released supplement for Mutants and Masterminds) for monsters as pulp heroes.
 

System to Use

If you are going to plug Mutants and Masterminds I am going to have to plug IMHO the better system of Deeds Not Words by Cryptosnark Games. I thought about using the racial level system, to it fits better. The Nocturnals I have few of the issues but to me it's to close this century but a good resource. Im wanting to have the all the elements of 1930's,like politics, science, culture and all the trimings.
 

Ok I see the reason for the two other systems, I am not sure I want this to totally super-hero genre or not. Right now it just a concept that I came -up with 2 days ago. :)
