Check out Call of Cthulu for 1930s setting. Or GURPS Cliffhangers. Adventure d20 will be out soon, with all kinds of pulpy goodness.

I wouldn't keep the hero thing. I'd loot the mechanics. And I can't say I've ever seen Deeds Not Words, but MnM is quite popular.

But back to the D20M thing you /asked/ about. Leveled racially is a great idea! And an elegant solution to a potential problem.
 

Hmm here is a question, should I use Monte Cook's Arcana Unearthed magic system? Im not sure if this same as Wizards AU book? To me this works alot better for the feel of the world and genre.
 

Deeds Not Words

I like it because you can have your fantasy character, sci-fi character or your unspeakable evil from the cosmos be in the game. My campaign has some elements of Call of Cthulu in it. The PCs are superheroes....most have powers...some are just damn good at what they do. Thing is they are investigating stuff and realizing that there are stranger stuff out there then a blue haired guy who can levitate stuff through his "mutant" power. If I recall Monte's website correctly they are the same. The various "X" AU books were a way to release the huge AU book as smaller affordable pdfs. The system has a lot of presuppostions, but if you and your players have a good handle on it and don't assume its like standard d20 magic then it should work fine, if thats the system you want. You will then, of course, need to adapt to incorporate it into d20 Modern. But, that shouldn't be too difficult.
 

Well after working a little on the background, I thought I might do something different. The concpet would similar to Dark Matter or Dark Concpiracy in with the Demons in this game are somewhat alien entities from another demsion, and these aliens pose as demon and angels. I can throw in the whole secret government angecy for fun. So with this in mind, I can create whole new playble races with racial levels. what does everyone think?

Earlier you mentioned necromantic technology, if you are looking for a source I know Warmachine from Privateer Press has a kingdom that uses it, and with their d20 player book coming out soon you might find some interesting material to adapt. Don't know if that fits into your new direction.
 

Somehow one of the things that comes to mind with what you describe is the image of a demonic detective, with his impish assistant who's beside him all the time. One day a Succubus client walks into his office, and she wants him to investigate the murder of one of her husbands. Soon he finds out that the murder victim was involved with the demonic mob.

Here's things I could think of, tommy guns that shoot hellfire or other materials.
Infernal Engines powerful many of the vehicles.
The type writer of screaming souls.
