Mumbai gets more attention from the Government of India, so they picked Karachi, which has a relevant Varuna festival every year in the spring.  They found a Japanese occultist who spoke Sindhi, the local language in Karachi (and the larger area around it). They ran him through an accelerated naval officer training course, and sent him in to find contacts and set up the operation. He didn't get much secret agent training, and didn't understand that. The PCs solved the case through persistent and careful police work.</blockquote>
