I'm not sold on the fact that Run is not a speed increase. I think that's a shaky interpretation of what's actually written, and difficult to believe that it was what was intended.

I'd say that what is written supports the idea that a Run will not increase your speed, so that a double-move while slowed can only get you 4 squares of movement.

I also disagree with the implication that the Run bonus wouldn't be factored into the double-move twice. The Double Move states that it's the distance of the 2 move actions, and both of the move actions individually have the Run bonus (if they aren't slowed).

If I am right about Run not allowing a bonus of 2, then a double-move while slowed can still only net you 4 movement. However, even if I were wrong about the Run, the Double-Move clearly says you have to take the same "Move Action" twice in a row, and Run is a Move Action. Even under your interpretation, a slowed double-move should be 8, not 6.
 

I see exactly where you are coming from. However with your with your interpretation you could still run 8 squares as long as you didn't have a square you couldn't stop in as square 4.
For example my speed is 2, I run therefore move 4 squares as my move action. I then take a minor or even free action. My next action is using a standard to run again, I have not double moved because I have done something in between the 2 move actions - I have not "same move action twice in a row". I have the disadvantage of not being able to use an illegal stop square, e.g. an allies, in the middle of this move. I then do another 4 squares.
Now I am not putting this out as the way to play the game but as a reason why I wouldn't rule the only one +2 squares (and also that as you move is 2 on a double move while slowed you still only move the same number of squares 'cos your speed stays 2)
All over this was a great way to simplify the slowed condition and what you can do with a double move but they made it confusing by not thinking it through.
I will run it like I said through my campaign but, I can certainly see the 'legal' arguments for slowed double run=6 or 4 squares, and indeed a slowed double move equals 2 squares as pointed out by capnzapp. However it makes no sense to me, so I will stick with my ruling :)
