Just as a point of interest - Evil Weather has a Range of Personal and a duration of 3d6 minutes.

Anyone hear "Divine Metamagic: Persistent Spell" calling?

The Buffering armor won't work; from the BoVD FAQ:

While defensive special qualities in the D&D game are usually insurmountable, the corruption cost for the spell represents a direct assault on the physical and mental well-being of the caster, and anyone who casts a corrupt spell has to pay the cost, even if normally immune to ability damage, ability drain, or energy drain. The act of casting a corrupt spell makes the caster briefly vulnerable to the corruption cost of the spell.

However, one way to avoid dying from Con drain is to use Shapechange to gain the Undead type for the period that all the Evil Weather spells wear off.

When an undead creature uses a corrupt spell with an ability damage or ability drain corruption cost, the undead creature takes the damage or the drain against its Charisma score, no matter what ability the spell normally damages or drains. If the damage or drain reduces the undead creature’s Charisma to 0, the creature becomes helpless until the loss of Charisma is somehow restored or repaired. Any ability damage from a corruption cost heals at the rate of 1 point per day, just like any other ability damage. Ability drain can be healed by the appropriate spells.

So even if you have three Evil Weather spells wearing off one after the other, dealing a total of about 32 points of Cha damage, your Cha can't drop below 0, and 0 Cha doesn't kill you. Then you switch back to your normal form and get someone to Restore you, and it's all good.

Hey, my submission also has an actual plan instead of just the name of a spell or two. Difference is, you only need the two spellcasters, and can manage it in less than a single day instead of working for weeks/months.
 

True Kymasil True. I enjoyed it too, (in the detached sense that we all enjoy evil schemes in the realm of fantasy as opposed to real life). No disrespect intended.

Destroy on! Any good character parties up to the challenge? Destroying is easier if you are evil, but I have to believe that good can scheme effectively as well.
 

dwarven destruction

heya guys, this is how i would destroy a city using a neutral team with only 3.5 books of PHB, MM, DMG and Complete Warrior / Divine

CN dwarven druid 7 / stormlord 10
CN dwarven druid 7/ stormlord 10
CN dwarven barbarian 7 / stonelord 10
CN dwarven barbarian 7 / stonelord 10

what you do, is have the druids go into the town and offer a warning, that because of the wickedness of the townsfolk the Gods themselves will destroy this town and anyone who remains in it. doesn't matter if anyone believes them or not, as long as a lot of people hear it, and make sure it's memorable.
tell them that their wickedness stems from a refusal to honor nature and it's place in the world, that their civilisation and all others will be called to judgement.

the next time there's a big festival on, wait until a high point in the festivities, preferably at night. a storm brews up (control weather) and it starts to rain heavily, wind comes up, etc. lightning starts hitting random people in the crowd (call lightning), the storm intensifies (storm of vengeance), the ground starts to move (earthquake), the heavens themselves rain down fury (storm of elemental fury). all of this continues for about 2 minutes (an earthquake centered on the festivities every 30 seconds, and storms of vengeance and elemental fury going off a couple of rounds since the last one finished, call lightning in between, etc)

The storms created by call weather cover the entire town and last until the townsfolk decide to abandon their homes and leave. the continual rain eventually floods the water supplies and the sewers mix with the drinking water, causing all kinds of diseases. everyday random storms of vengeance and elemental fury occur in places of "wickedness" and earthquakes are constantly affecting the walls of the city, places of worship, major trade districts and any nearby dams. also, the occasional tornado doesn't hurt things, neither does the odd cometfall to take out pesky priests, or members of the townguard.

the druids come in from time to time to call the town to judgement, and tell them that they must flee to escape their fate. once they have left, they must repent their sins, or the destruction will follow them wherever they go.

in regards to secrecy, the dwarven stonelords use their meld into stone ability to hide, then they use their earthquake ability, easily able to make the DC18 fort save to avoid being destroyed if worst comes to worst.

the dwarven stormlords use their wildshape ability to turn into eagles, then fly amongst the storms, being immune to lightning damage and not all that worried about rain and hail, etc.

once this has gone on for about a month or two, if there is a city left, i will be surprised.

most people abandon the city from the disease and panic, lack of clean water and constant threat of earthquakes. the few die-hards that remain can be easily cleaned up with a few lightning bolts. once the town is empty, just keep using earthquakes and other things, including cometfall.

presto chango, no more town, and odds are that it will be cursed by the priesthood who were kicked out of the town, no-one likes to admit defeat.

on top of that, the experience you get for detroying the town and all the people should see you get enough experience to level up significantly, so you can continue to do it again and again, in bigger and bigger cities.

Cow Bombs

Nothing else needed.

Take a herd of cows.

Load them up to double their max load with various size boulders.
Large Quadruped STR 22(Bison stats) = 1560lbs

Polymorph them into, oh, say Elephants. The Polymorph folds the previous load into the new form, so now we get to pile on...
Huge Quadruped STR 30 = 9600lbs
(These numbers could be doubled if you go with staggering weight)

Polymorph the lot into mice. Again Polymorph folds the load into the form...

Take some chicken wire and wrap it around the mice necks. Loosely. Enough so they cant get away, but not enough to injure them.

Cast Invis

Cast Fly(or Overland Flight) and fly over the city. One, two miles up should do.

Take out your wire with the Mice attached.

Snap it. The jolt will snap the mice necks.

The Mice die.

Their death ends the Poly spells.

Suddenly we have a whole series of dead cows and BTW 5 and a Half TONS of boulders and various debris per cow falling out of the sky.

Whatever the boulders dont annihilate, the diseases will.

Scratch one city.
