D&D 5E Developing a good story for an adventure set in Mechanus

I am working on an adventure to be mostly set in Mechanus, my main stork hook is getting a Lawful Neutral someone who killed themselves, to escape punishment before their organization is able to retrieve them.

I have spent a lot of time fleshing out Mechanus as a setting as an expansive strongly hierarchical world with plenty of poverty but also with people of all classes. Poverty is due to the fact that everyone who is Lawful Neutral who dies goes to Mechanus.

I am exploring story ideas, ideally, I was hoping that looking for this person would unravel a web of story with plenty of interesting story hooks and directions. Something that I have struggled with in the past in my adventures is having things for everyone (all different class) to do.

I am looking for cool story ideas, I am thinking some kind of underground lawful good resistance.

My memory isn't what it used to be, but I recall that either Arcadia invaded Mechanus or Mechanus invaded Arcadia (I think it was Arcadia invading Mechanus)--the long and the short of it was Arcadia lost a layer (from three to two). That would be a good source resistance/allies: celestial dwarves, angels, and the archon of redemption from the planeshift document who want the layer back. I would also think anyone interested in clockwork constructs would be interested in extracting some tech from Mechanus if you want a wider range of allies (maybe a patron). For a more questionable associate, there could be a devil recruiting modrons to fight chaos in the blood war who might be willing to make a deal as long as it didn't threaten his/her standing in Mechanus. The plane of law sounds like a good place to learn about cosmic laws (or attune yourself to them), so it wouldn't surprise me if there was a college of wizards or a monastery on the plane.

You might be thinking of the Harmonium "re-education" camps on one layer of Arcadia that were borderline Lawful Neutral (Evil), thus shifting the entire layer of Arcadia to Mechanus. An embarrassing time for the Hardheads.

OP, can you clarify? The "LN someone" killed themselves and they are now a petitioner on Mechanus? It might be very tricky to find them in amongst all the other petitioners - a bit like finding the rogue AI in "I, Robot." I would imagine they all wear uniforms or something and are buried in bureaucracy - maybe a bit like a scene from the movie Brazil. :):):):):):):):(:):):):):):):):):)
