I didn't know if my thread on arrows belonged in House Rules or the Rules forum, I went ahead and put it in house rules, but after looking at some of the threads in the Rules forum, I'm not sure any longer!

Yeah, it should be house rules. Anything completely new should go there. Some of the rules threads are more of a "how would you adjudicate" situation than "what are the rules". In those cases where it's not really clear I tend to err on the side of leaving things where they are.
