This sounds like min-maxing to me. Whenever a player picks domains before picking a cleric, they're min-maxing.

What people fail to understand is that in a good game, min-maxing is pointless. If your PCs are too powerful for their level, the DM will just adapt his game to account for your strengths and bring you back into balance. The difficulty of the challenge will not get easier ... it will just change in format.

In the end, you'll be better off creating a character that is fun to play. Then, even if it is underpowered, the DM can adapt to the power level of the PC and present fun challenges and you'll have the added benefit of playing a real fun character.

So no harm done? I think they know that, but they like to play with the numbers.

My characters usually are min/maxed to a certain degree: They're usually effective, but have character as well, and aren't just Diablo2 - characters called "Bowazone". A little min/maxing should be in every character: It shows that people care for the character, and playing a character who just can't do anything, depending on the DM to survive, isn't fun, either.
But playing a character without real character is worse than one that sucks in combat (or out of combat, or whatever), because the numbers will get boring after a while, but the character concept remains (if it has the chance - don't play a skilluser in a kick-in-the-door-style campaign).

Long story short: Your character must have personality, or he will die of (your) boredom, but he must also be min/maxed (if only a little), or he will die of the world.
