Difference Between D20 Modern & Grim Tales

I really think you will find that the Grim Tales engine will do a much better job than D&D in such a setting. I'm starting to phase things into my low-magic campaign and the improvements are, so far, marked.

I don't know about that. One of my favorite additions from Grim Tales is the telent-izing of D&D class abilities, and it makes a nice supplement for d20 modern AFAIAC.
