Course, this does raise the possibility of casters dimensionally anchoring themselves... Wonder if any demons or devils have access to it?

Casting dimensional anchor on yourself or an ally is very useful in some situations. For instance, mind flayers have plane shift at will. When fighting one, it's not a bad idea to anchor your plate-armored fighter friend (he of the low Will save and crappy touch AC), so he doesn't find himself on a one-way trip to the Elemental Plane of Fire.

The Osyluth does have dimensional anchor at will, lasting 12 minutes. One of them in a group of devils can make the whole bunch annoyingly hard to banish.
