I think you are getting into the weeds over the definition of disease. RAI, I think it is pretty clear that "disease" means a disease acquired via gameplay mechanics. Anything beyond that is just a DM ruling.
My own take is that I see curing disease and other restorative magic as more of a "back to baseline" function. Someone affected by feeb would regain their cognitive abilities. But I can't picture someone who missed all their developmental milestones due to a genetic disorder just being *poof* granted normal cognitive function (although as a writing prompt that is pretty cool).
