But seriously, if you're deafened you suffer 20% spell failure for spells with verbal components, presumably because there's a chance you might not pronounce them properly. Underwater, sound is altered quite drastically, both in emitting and receiving.

The rule seems to be that you suffer no penalties with verbal components underwater, but I am having a hard time starting from the rule, and rationalizing it from there. The "it just works" argument never sits well with me (maybe that's a flaw).
 

In the rules, there's no effect on the verbal component due to being underwater (that I can think of).

You could probably make a strong case for a penalty somewhere between 0% and 20%; after all, you aren't completely deaf.
