Yeah, this is a good question. But I think it's off just a little bit.
Look at my monster manual. Many monsters have been used hundreds of times (goblins, orcs, hobs, etc..) while some (Mind Flayers, for example) have only been used once or twice. This is partially because of how my games work (I like low-levels) but it's also just a trait of the game - an Athach is n't going to have an impact if you use it at multiple points in the campaign; drow will.
With 4E Stating (I think) that monsters can be "downgraded" as well as upgraded, we might have something more to work with, so that I can throw creatures at my party that used to be out of their range. But I still think there will be monsters that can only be used once per campaign.
So, I think 4e's monster distribution won't be much different than in 3e - lots of humanoid foes.
