Divine Boon

Would someone verify if I am understanding the rule appropriately?

Divine boon can be given to non-worshipers of a certain deity? Say, if a party saves an archbishop of Kord from being killed. Kord may give his divine boon to all the party members, not just to the active worshipers of Kord, right?

From a mechanical perspective, I can't find anything that would prevent Kord from bestowing a boon on anyone he wants, even if the character does not worship him.
 



I'll be giving small divine boons at the end of _Keep on the Shadowfell_ in liu of some magic items. In my game, Sir Keegan was a paladin of Bahumut and he bestowed his sword, his Sunblade of Bahamut, upon the Dragonborn Fighter to help in completion of a quest to stop the opening of the rift. So, Sir Keegan's ghost (they are only 4th level, so still beneath the notice of the gods) will bestow a level 3 Bahamut's boon upon that character upon completion. Likewise, the priestess of Pelor will bestow a level 3 Pelor's boon upon a few other characters who saved the town of Winterhaven (who worship Pelor) from the kobolds and undead hordes. However, both of those rewards are contingent upon accepting the quest to find those responsible for enslaving their worshipers (which leads into the next module). If the characters don't continue on the quest, the boon fades.

So, the boon will go to non-worshipers, but only as a reward and enticement for doing work in interest of the diety of its worshipers.

I will also not being giving the boon to one of the party who is a worshiper of The Raven Queen, although I let that character get a Demonskin Tatoo instead (it's something that the player wanted, so it worked out). Another party member also won't be getting it as they recently joined and thus didn't help defend the town, but they're on their own mission in the dungeon (to find a magic item set), so they'll be amply rewarded in other ways.
