If a dragon has Fly-by-attack, it can dive, bite, climb as a full action.

If it also has Multi-Attack
a) how many other attacks can it get from its available repetoire : 2xwing, 2xclaw, tail slap.

b) do these attacks take place in the standard action, or does it have to be a full round action, ie dragon is standing on the ground.

Multiattack doesn't grant you any extra attacks. It only reduces the penalties of using multiple natural weapons in a single turn. If you're asking how many attacks a dragon can get, the answer is that it depends on a number of factors (but Multiattack isn't one of them).

Fly-by attack only works with a standard action. Multiattack only works with the full attack action. The two shouldn't come up in the same round.

The Pounce ability, on the other hand....

The fly-by feat allows the dragon to take a standard action in the midst of a move. That allows one attack - to get more than one attack, it needs a full round action. Multiattack doesn't affect that - it just affects how you calculate the bonuses of secondary attacks (-2 rather than -5).

The Multiattack feat doesn't actually give you any extra attacks. Rather, it reduces the penalty from secondary natural weapon attacks from -5 to -2 when making a full attack action (which is a full-round action). Since Flyby Attack only lets you make a standard action (i.e. a single attack) at any point during a move, you can't use Multiattack in conjunction with Flyby Attack.

So, the dragon, on the ground, surrounded by multiple foes has the bite, wing, claw and tail attack as a full round, so presumably has no benefit from multi-attack at all ?

A dragon making a full attack action can make a bite attack, two claw attacks, two wing attacks, and a tail slap (which is different from a tail sweep, mind you).

The 3.5 rules state that, "when a creature has more than one natural weapon, one of them (or sometimes a pair or set of them) is the primary weapon. All the creature’s remaining natural weapons are secondary." For dragons, the primary attack is typically the bite attack. So when making a full attack action, it will bite with its full attack bonus, and make its other five attacks with a -5 penalty. If it has the Multiattack feat, the penalty to these secondary attacks is reduced to -2 instead.
