It's not much of a news story.
That part of the page is showing the options you have for publishing (current) D&D content.
You could never publish stuff on the DMs Guild using the OGL or CC. (Very important!) The page was just listing your options for publishing D&D material in general, before getting onto the DMs Guild specific stuff. (Well, most of the easier options).
It used to say you could publish using the 5.1 SRD under the OGL as well, but the new 5.2 SRD wasn't released using the OGL, so it's been removed from the options.
The news that the 5.2 SRD is not released under the OGL has already been reported on.

- Enter a private license with Wizards,
- Publish using the 5.2 SRD under the CC licence, or
- Publish on the DMs Guild.
