It's extremely difficult, especially with AI so prevalent and high quality. I locate and commission artists as part of my (infinitesimally small) publishing house, and I'm here to tell you that it's a task. We have taken the tack to find amateur artists with small of no portfolios, in the effort to cultivate them and create a stable of artists that we can repeatedly commission. But working with new amateur artists is, while rewarding from an ethical standpoint, slow and full of bumps.
Beyond that, we have structured our commission agreement so that it requires non-AI art. We had a couple of initial issues with Fiverr commissions being AI shops, lesson learned there. Happy to share the salient portions of the agreement if you're interested.
