Do all magic items have a command word activation?

I allowed a Ring of Invisibility in my campaign to be activated by "will". In otherwords, there is no command word needed to activate it. But it's got me thinking . . .

Would this be too unbalancing because the PC can now activate the item in an area of Silence?

No, it's not unbalancing. How often does the silence spell come up?

As for the activation thing, even if an item doesn't take a command word, it still takes the same standard action to activate, unless the ability it provides is a constant-while-the-item-is-worn effect.
 

And what's the *official* ruling. Can magic items be activated without a command word?

I can think of various ways you could activate a magic item:

-"will"
-command word
-special touch

What's the official ruling on this?

Does it cost more to make a magic item that is activated by "will"?

Then look on the item creation table on page 285.


Command Word: spell level x caster level x 1800.
Use Activated (including "by will") or Continuous: spell level x caster level x 2000.
 

There are items, like the boots of speed that specifically state how they are activated (in this case by clicking the heels together). So having other use activated items is within the rules, for the abovementioned price increase.
