Do effects still work if you miss?

I am sure this has been picked up elsewhere and is probably obvious but I can't put my finger on it...

E.g. Warlord Level 1 Daily Bastion of Defense
Hit 3[W] + Strength damage...
Effect: Allies within 5 squares gain temporary hit points.

Does the effect depend on the hit or does it happen in any case.

Also e.g. Warlock level 1 Flames of Phlegethos

If it's on a separate "Effect" line, then the additional effects aren't contigent upon hitting. If the effects are listed in the "Hit" line, then you must hit in order to obtain those extra effects. In both of your examples yes, the effect takes place whether you hit or miss.
 


This is covered in the section on "how to read a power" at the beginning of the Class chapter in the PHB, if you want some official confirmation. But Ryujin got it right: Effects happen regardless of if you hit or not. That's the whole point of the "Effect" being a category separate from "Hit" or "Miss".

For example:

The Swordmage Power Burning Blade (Level 1 Daily) has as an effect:

Effect:​
Until the end of the encounter, your melee attacks

deal extra fire damage equal to your Strength modifier.

This attack is, of course, a melee attack. So the question is: Does this additional damage apply to the initial attack with the Burning Blade?

Note: The Hit line reads:
Hit: 2[W] + Intelligence modifier fire damage.

It doesn't explicitly say so, but it's fairly obvious from how powers are presented that you apply any results in order from top to bottom. See, for example, dimensional charge, which lists the Effect before the Attack line, as does the fighter power come and get it.

Burning blade lists the Effect after the Attack and Hit line, so you apply the Effect after resolving the attack.
