Do you allow evil PCs?

No, I completely prohibit evil PCs.

I think never is too strong of word to use when saying he would never sell out the party. Certainly he would not do it as quick as a chaotic evil character. The PH describes a LE character as being loath to break laws or promises. IMO, in my interpretation, that doesn't mean he would never do it. Just that he probably would not.
