Do you have to force movement if a power has an effect that causes it?

If a power has an effect that lets you force the target's movement 3 squares, do you have to forced movement them for the full 3 squares or can you forced movement them only 2, 1 or none?

The few powers I glanced are written similar to "...you slide the target 3 spaces..." instead of "...you can slide the target 3 spaces..." So I would assume you have to forced movement them the full amount. But I couldn't find any verbiage either way.

PHB 57, Under Hit, "If a hit grants you the ability to compel the target to move... you can move it .. or not move it at all, if you so choose".
