That's a very neat idea, but I feel like that feat is much more powerful than dodge. If you wanted a feat like that, you'd really need to bump up the prereqs quite a bit (possibly including the simpler dodge listed here). Actually, that feat reminds me of a "parry" variant that I've seen where you give up your highest attack for a chance to parry one incoming blow with an attack roll.

there is a feat like that somewhere, its called Acrobatic Dodge (though i dont remember which book it comes from). when ever a non-flat footed character takes a hit in melee he can make a ref save (DC=attack value) to ignore the hit, but it can only a number of times per day equal to the characters dex mod. The feat is incredibly powerful at lower levels (when Ref and BaB are close together) but it fades over time. the prereqs are Dodge, Dex 18+ (i think) and something else (maybe lightning reflexes)
 

Why not just let them dodge the first attacker to attack them? If the player wants to choose a specific target, then that overrides the previous sentence.

It would add an extra die roll to combat which would slow down combat a bit.
