Does Biocurrent distinguish between friend and foe?

The Biocurrent power from the Psionics Handbook states that when the primary target dies, the power jumps to a new random foe.

Does that mean that the random target must be an enemy, or can it accidentally target the psionic's friends or allies too?

And if it only affect enemies, how do you define the term foe? One the psionic considers his enemy? Or someone who really means to hurt him (and how would it then know this? )?

By specifying foe, it clearly means that you can't zap your friends. I think it would have to be a known foe, though.

Although it might be a fun loyalty detector. "Let's see if you harbor us any ill will." ZZZAP!
