Does Fireball set characters on fire?

Spells (like the MoF Combustion) or creatures (Fire Elemental) that have the ability to set characters on fire specifically say so in the description, and give the mechanism for avoiding catching on fire.

Since neither Fireball nor Burning Hands do either of the above...

I mean, 1st level evocation already has Magic Missle... they might have just made it transmutation to give Transmuters a good 1st level combat spell.
What I rule is that however you cast it, since it is a transmutation spell, it changes your hands from normal objects to burning objects. Casting it Silenced and Stilled with your hands in your pockets is NOT a smart thing to do :D
