Does Rain of Steel count as an attack?

I know that the Cleave damage to the adjacent enemy doesn't count as an attack, however Rain of Steel is a Fighter Attack and does 1W damage. I'm guessing it doesn't count as an attack since it's auto-damage, but geez it'd be nice if you could mark everyone adjacent, every round

My reading suggests no:

"Every time you attack an enemy, whether the attack hits or misses, you can choose to mark that target."

For my reading you have to make an attack roll against the target to mark it - no attack roll, no mark.

And, I mean, Rain of Steel is really awesome enough without it too
