Does teleportation count as "movement"?

Could you elaborate, please? It doesn't count as movement in terms of the character's movement rate, but some powers are stated as "if you end your turn more than 10 feet from where you started it", where teleportation would apply. So the details probably do matter in this case.
 

The only thing I can think of is the clause in Dimension Door which says you can't take any other actions until your next turn. Could your DM be thinking that applies to all teleportation?
 

Ah apologies. I'll elaborate with an example. If a Scout could teleport as a swift action, would they be eligible for skirmish bonuses from moving with the teleport.
Or when it comes to absolute tasteless: If a Swordsage were able to teleport 200 miles on his turn, and then initiate a tornado throw, would he be able to throw people 40 miles away? (because the maneuver gets stronger the further you've moved during your turn.)

In order to teleportation to be movement, it would have to explicitly call out in its description that it counted as movement. Otherwise, what is defined as movement is described under the rules on movement.

As delericho correctly described, powers or effects that triggered 'on movement' would not be triggered by teleportation. However, powers or effects that trigger on being some distance from your starting point at the beginning of the round could trigger.

Thus it is possible, under the rules, to be some distance from where you started without 'moving'. Teleportation is just one example. If a pit opens up beneath you and your drop 30' to the bottom, that doesn't count as movement either.
 

I was thinking "Scout" as soon as you brought the subject up. That and the ACF for Wizard with the Conjuration specialty. That ACF gives "Abrupt Jaunt", an immediate action 10 foot teleport for a limited number of times in a day.

I've always envisioned the Scout's skirmish ability as "moving to set up the good shot", so in that sense it wouldn't matter how you got there.

But that's not what the rules say.

Scout specifically calls for a minimum move, not a particular position, and I'd rule "move" to mean "Move action". Allowing multiple attacks with the Skirmish modifiers gets seriously close to broken, fast. That's one of the reasons that the description specifies that Mounted Combat doesn't count and can't be applied to that requirement.
