Palldium Fantasy Book II: The Old Ones (though not all maps) was stupendous for city maps, really. I used it in this manner with AD&D for years.

Living Greyhawk Journal #2 has a great map of Greyhawk that is almost as you describe. No street names. It has "High Market" and "Low Market" labled, but that's it (aside from Free City of Greyhawk in big letters). You can find it at nobleknight.com or ebay usually.

Here is a link to a smaller, electronic version for your perusing enjoyment.

If you don't mind printing them yourself, you could always get a used copy of The Forgotten Realms Atlas

Tons (over 800, I think) of maps in CC2 format, so you can edit them and print them.

I use them constantly for my home brew games.

You beat me to it. Also, this is in part why I have held on to my 2e stuff. To borrow maps and NPC pictures.

I've been browsing the RPGNow site and apparently they always have lots of free items including some maps: http://enworld.rpgnow.com/index.php?free=1&filters=0_0_0
