Does using Combat Expertise qualify as "fighting defensively?"

Unless specifically stated in the ability that it works with combat expertise, I would say "no." Fighting defensively is NOT combat expertise and vice versa.

As far as I know, nothing in RAW prevents you fighting defensively whilst at the same time using combat expertise. Therefore you can do it. However, your attacks will not be very impressive!

Or PHB p92, Combat Expertise, where it says under Normal: "A character without the Combat Expertise feat can fight defensively while using the attack or full attack action to take a -4 penalty on attacks rolls and gain a +2 dodge bonus to Armor Class."

Which seems to suggest that a character with Combat Expertise can not fight defensively.

PHB p89

Normal: What a character who does not have this feat is limited to or restricted from doing. If not having the feat causes no particular drawback, this entry is absent.

I would say the inability to use the Fighting Defensively feature would be considered a drawback, wouldn't it? Otherwise, why would they add "Normal" under the Combat Expertise feat?
