Doing away with replacing attack powers?

I'm toying with the idea of keeping lower level powers and learning the higher level powers at levels 13, 15, 17, 19, 23, 25, 27 and 29 instead of replacing lower level ones. Has anyone tried it?

I know it could give too many powers to choose from with their being 8 dailies and 8 encounters at level 30.

I'm also considering just replacing powers at some of those levels rather than all of them, leaving the slots open, or using those levels to introduce some sort of recharge instead.

One of the interesting ways to do this that I saw was that you had all of the options, but you were still limited to ~4 encounter powers per encounter and ~4 dailies per day, you just had more options.

That sure would maintain raw power balance -- what if we didnt -- then at some point encounters and dailies would define the entire balance of a battle -- remember somebody not liking at-wills? well there influence would only be notieceable early in the characters career.

We might need to improve the monster refresh rate on the higher level monsters powers... any other repercussions?
 


I think it would be really exciting, but ultimately it would make fights too easy to nova against at higher levels, spamming every single encounter you have with a daily or two weaved in. The refresh rate would have to go down so amazingly in comparison that you might just have to make all monster attacks at-will, basically.

I like the idea of having them all, but having a hard limit on how many you can use per encounter. Maybe 3 at heroic, 4 at paragon and 5 at epic?

monster attacks currently 456 .. I would make fail recharge on a 1.
monster attacks 5 and 6 would refresh unless a 3 or better was rolled.
monster attacks that are on a 6 would still only refresh on a 5 or 6.
powers that refresh on 3456 I would make at-will - every other turn.

Interesting are you thinking the same on encounters and dailies or treating them different?
 

In my campaigns I allow PCs to keep and not replace powers through the Paragon Tier but at 21st level they lose access to their 1st to 5th level attack powers. The 21st level upgrade to At-Wills makes them overshadow the low-level powers anyway.
