Domain spells prepared as regular spells

I am pretty sure I know the answer here, but can a cleric prepare a spell from their domain spell list as a regular cleric spell? The example I am thinking of is the Elf domain in FRCS provides true strikeas a first lvl spell. Can this be prepared as a regular spell? If you could provide a page number from PHB, or DMG it would be perfect. Thanks.

No multiple true strikes

You can not prepare the divine elven true strike outside of your domain slots.

Here is a quote from the srd on the cleric class:

"Each domain gives your cleric access to a domain spell at each spell level, from 1st on up, as well as a granted power. Your cleric gets the granted powers of all the domains selected. With access to two domain spells at a given spell level, a cleric prepares one or the other each day. If a domain spell is not on the Cleric Spells list, a cleric can only prepare it in his domain slot."
