I'd say everyone can take OA's, and everyone can choose not to. If you're made to run through enemy ranks and then allied ranks, you provoke OA's from both. Who chooses who counts as an enemy and who as an ally, after all?

So... I can tell if someone's been dominated by whether I have the urge to smack them when they walk past me?

How about if they're just secretly plotting against me?

Just remember, if you're playing evil, you can probably become a non-ally at-will as a free action, thusly permitting OAs against a party member running past you.
