Dragnonborn & Tiefling (Becasue it had to be done eventually...)

I think you need to narrow down 'Beguiling' - Tieflings probably shouldn't get advantage to disguise themselves for instance, what with the horns and all.

Hopefully they will revert to pre-4th Ed Tieflings - not pigeonholed into Devilish blood (horns and tail), one of the major antagonists in the campaign I'm running is a Tiefling of Yugoloth descent.

So, Planetouched is the way to go.

Personally I think these 2 races are a bit too good compared to the other races.

Nothing major or problematic, but I would remove Draconic Fury/Vigilance, and Rebuke plus either Bloodlust or the advantage on bluffing checks.

I would also make Dragon Breath not usable on every round, but only because of flavor, as it is I don't think it's a problem even at-will (but the range definitely needs to be reasonable, 10-20ft at most).

Overall these races are quite boring for my tastes, since almost everything is combat-focused, but I guess that this would make them very popular to most gamers.

I agree on the 'these two races seem to have too much going on'. I like all your powers and this is a problem designing such things - you can't squeeze in all options/creations.

I would go back to your heritages and taking some of these powers and assigning them to the subraces only. You said you couldn't think of an extra power - i say you already have them, just divide them up a little into subraces/heritages.
