Do levels in this prestige class, count as caster levels? For example, does a lv. 1 sorcerer, lv4 Drag.disc. cast magic miscile with 3 misciles?

Dragon Disciples do not add their Dragon Disciple level to their previous caster level to figure out known spells or effective caster level. They get bonus spells as if they had a high relavent ability score.
 


It depends on the prestige class. If it does add to caster levels then the PRC states it in the description. The DD is one of the few classes that gives some spell abilities without adding to your caster levels. That is why most of the builds I have seen almost ignore the caster portion of the class.

Though to be honest one of the best builds I have seen was bard/DD and it was like 7bard/5DD/3bard/5DD. This allowed you to add your bonus DD spells to your higher level bard slots. That plus the DD bonus slots really help out the bard. The bard is kinda opposite the sorc, he gets more spells know but less cast per day. The DD slots help even this out.

For clarification: even if a PC can be a DD with just one sorcerer-level he can't be only one character level as there is som skill (don't remember which) that he needs 8 skillranks in.

Second: DD is one of the classes being rewritten in the revised DMG, and thus coming in the SRD from July.

Knowledge: Arcana.

You can buy it cross class after your one Sorcerer level. It isn't a problem to qualify with only a single level of Sorcerer provided you are willing to buy the skill cross class.
