It's geared towards both, however DMs get more use out of it then the PCs.

I just notice that I can read Dragon Magazine for several hours, really trying to see which fluff is useful for the campaign, while for players it is a quick 5-10 minute browse... I wouldn't buy a mag for a ten minute browse, so I think it is more geared towards DMs.

Definately both...although I sometimes wish they would section off some DM content in there.
