Spell lists, though technically complicated, would be very useful. Since dragons have limited spell selection, certain "chains" of spells would probably be a good idea. Though some, like Haste and True Strike, are probably no-brainers for most dragons.

2nd for spell lists

some dragons have huge choice when it comes to selecting spells ... sorc/wiz, cleric, and then several domain spells ... all within limited amount.

of course having it be to random could be a pain ... why would a Red dragon take endure fire? (oops ... it's endure elements and you can choose when you cast the spell) ...

but you get the idea ... there's to many (course rolling in the DMG scroll lists might be a good idea )
