Dragon with a Cloak of Charisma...

Heh. If you think a dragon wearing a cloak sounds silly, imagine one wearing a magical shirt or robe. :p

It is in the Draconomicon, near the beginning. It does say that dragons can wear any magic item made for a humanoid (except armor though) but they don't have altered body slots; they have the same slots as a humanoid. The Draconomicon only suggests different forms that magic items specially made for dragons might take, such as a pectoral gem instead of a magical shirt, a frill cap instead of a cloak, etc. In turn, humanoids can make use of all a dragon's specialized magic items, say by sowing a frill cap onto a mundane cloak for instance.

That bit of Tolkien lore is already integrated into the rules in the form of the added protection dragons gain against missile attacks as they age. Essentially, the older a dragon gets, the more treasure encrusted its hide becomes, and the less vulnerable it becomes to missiles.
