My house rule for dragon skin armor is that it has all the stats of a leather armor but gives a +8 armor bonus. It might be unbalanced, but as Im the one putting dragon skin armors into the game, I can avoid to give them out if they would unbalance something.
Besides, a dragon skin would probably be worth a lot if sold to collectors, even if it followed the MM-rules; you can compare it to gold, which is only good for fixing teeth while still worth a lot more then steel, which is far more usable.
