As a player who has only heard of Dragonstar in brief, I was wondering if someone could give me the basic gist of the campaign galaxy AND if it would be plausible to change the whole thing to the 40k universe?

I'm sorta in the oposite position, I'm familiar with WH40k only in brief... I'ved played it a half dozen times, but I've always prefered Warhammer Fantasy to 40k.
Anyhow, from what I do know...
The framework is probably there. There are some pretty good armour and weapon rules... But really, armour and weapon rules are probably about the only thing that can be DIRECTLY translated.
As for whether 40k would be possible using it..absolutely, and if you go here http://www.geocities.com/jephkay/toc.html you will find a heap of conversions by someone who has been working on doing just that.
wh40k is the eptiome of mass combat and intrigue in space. If ever get the chance to want to konw what it's really about read any of the books by Gav Thorpe and you will get a feel for Warhammer 40k..
Thanks for your comments, as for any of Gav Thope's fiction, I don't know about that... He did however write the rulebook for Inquisitor which is a magnificent piece of writing. Capturing that in D20 is what I am aiming for. At the moment the system (Inquisitor) works sort of for roleplaying, but is patchy.
