Yes, I enjoyed that as well and will shamelessly use your arcane guard in my campaign!

Edit: sorry, after I posted I realized I was completely off topic.

The way I've minimized the prep time in 3.x is to never throw out any NPC or PC stats/write up. I will tweek and do slight mods (shaving off the serial numbers) and use the stats as a new NPC. This comes in handy when the PCs get off the adventure path (I use that term loosely with respect to my campaigns as I mostly DM in a sandbox) and I need NPC antagonists.

Also, I don't limit myself to NPCs I've written up and PCs who have been played. Any NPCs from purchased modules end up in the NPC bank as well as the sample characters from books to include the Complete series. And there are a boatload of character write ups all over the internet.

That said, I will spend a decent amount of time statting up the BBEG and his/her lieutenants when the PCs get close to the big battle.
