Humans are the best wildshaped druids. Why? Halfling wildshaped loses racial skill bonuses, racial save bonuses, Dex bonus (and Str penalty), and racial thrown weapon bonus - loses all halfling bonuses.
Human wildshaped does not lose bonus skill points or bonus feat. Keeps all human bonuses.
No, I picked halfling because a) I like halflings and b) more survivable when not Wildshaped. I like WS as it is, because Jerrin will be able to turn into a bear or leopard if the need for combat arises, a cheetah to chase down the escaping foe, an eagle to escape, or a burrowing or swimming animal if those needs arise. Small and Tiny seems to offer a lot less versatility than Small and Medium.
Tiny doesn't give you much advantage for stealth beyond what Small can do. A rat is Diminutive IIRC, and a cat is Tiny. And counting on the indeterminate chance of a Tiny animals being unnoticed is far less of a sure thing than having a high enough speed to get away. Take form of a cat to infiltrate the goblin camp? Worgs see dinner, goblins see sport. A hawk? Not as fast as an eagle if he needs to get away. "Inconspicuous" is in most cases not as safe a bet as "invisible" or "fast." We have a rogue to do our scouting.
