This might work, but it's not very practica, IMOl. Due to the nature of the swarm subtype, you wouldn't be able to cast quite a number of spells on the swarm (no (greater) magic fang, only mass versions of cure spells will heal it, etc.).
Feat that allows wildshape into swarm.

I'd simply use rat swarm, except substitute raven for rat. The base creatures have identical HD, and their individual CRs are close enough. Look up the swarm subtype description in the back of the MM, and simple modify the rat swarm.
Alternately, maybe a bigger better raven for animal companion.
Although the raven doesn't have any advancement listed in it's write-up, you could advance it (according to the rules in the MM) to a Small animal. Perhaps call it a dire raven or something. I wouldn't make it any bigger (after all, regular eagles are of Small size). There is a giant raven described in some FR accessory (Silver Marches, I believe, or maybe Player's Guide to Faerun, but it's an intelligent magical beast (similar to giant eagle and giant owl in the MM)).
