Dumb terminology question...

There are actually very logical reasons level 10 monsters don't lair in abundance near Newbie Town. The town would not have survived. I have had virtually no Goldlocks issues with my campaigns. If needed, I tend to build a moat around severe danger areas that raise a more moderate danger level and also provide hints of what lies ahead.

No doubt. I think that is what I like best about non-level-adjusting campaigns. They can be built with a greater sense of verisimilitude and cohesion.
