Is there a map making program out there that gives you permission to distribute the maps you make?

Campaign Cartographer gives you the full right to maps created with it.

DunDjinni doesn't, and seeing that it's mostly cut and paste of their artwork that's natural.

Most others would also be ok, as long as you don't include any copyrighted material (as usual).

This is no longer true. Dundjinni gives you rights to distribute any maps created with art they produced (so you can't use the Reaper's Mini's token pack, for example) and any maps made with the vast stores of user-created art objects (which on my computer is in the range of 100GBs of art). Make sure to read the Dundjinni EULA for better details.
