I don't think it will be low level. I think it will be Tier 2 because it's purported length suggests a single Tier, we just had a high level campaign adventure, and Tier 2 is by far the most popular and playable Tier.
Plus starting with iconic 5th level powers (Extra Attack, Fireball) stretching barely into the next Tier (Chain Lighting, Disintegrate, Heal) is fun
 



I thought it would be a tangent thats all.

We always considered High/Low to be the level of magic, and used common/rare for how prevalent it was.
I don't think there is really a standard definition. I call Lord of the Rings high magic because despite it being rare from the perspective of the protagonists, it is powerful. Demigods fight in the depth while armies of tree people assault impossible wizard towers , even as wraiths fly into battle over a city of marble tiers.
 

With no page count it might be hard to determine the levels. There might be a free supplement thing put out for level 1-3 to introduce some things and then a level 4-12 book or something.

Although what level do I need to be fighting a death tyrants and pig-faced demon? And the lich Tam guy? What is that movie thing we throw around Schrodinger's Gun, or am I mixing up the cat? You do not show me powerful liches and demons and then do not put them in the book to fight. Does the party need to be 20th level for this?

The nefelsheen is an appropriate boss for 11th level characters (I just used one recently) so my guess is the adventure tops out there abouts.
