Dwarves and vs Spell Bonus

I don't remember where it is (and if there it really is) that dwarves who choose to become wizards or sorcerers loose their +2 Bonus on spells and spell related effects. I have to show this rule to a player....

Can you help me?

This isn't a part of the 3rd edition rules. I can believe some people used this has house rules, but it isn't part of the core or Forgotten Realms rules.

The rule you speak of was originally going to be included in the Player's Handbook, but they decided against using it.

The rule is mentioned in the "Hero Builder's Guidebook," and it made it past the editors. The Sage discussed it in an earlier issue of "Dragon" magazine.

Would be stupid, too: Drow casters keep their SR, Weapon-wielding barbarians (i.e. all barbarians) get DR....
