The Falcon familiar says "you can do this". The Eagle Summons the Fire says "you can do this". They don't have to come out and say "... even if you normally can't". That's implied in exception-based design. Every power lets you break the rules in some way. In the case of Eagle Summons the Fire, you can target creatures adjacent to the eagle, period.
