I believe SKR has said somewhere that the area is a typo. (20' radius spread, not 20' radius +10'/level spread)

I also believe that the spell was meant to allow a saving throw of "Reflex Partial", with the damage being unavoidable (4d6 impact, 3d6 fire), but a successful saving throw negating being knocked prone. However, there has been no 'offical' answer as of yet.

I think a fixed 20' radius and a save to avoid being knocked down is fine. Compare to ice storm, which does 2d6 less damage but hampers movement and Listen checks in the area of effect.
 


With a 20' radius spread and 7d6 damage with no saving throw for half damage, plus the chance to knock people prone (requiring move actions that draw attacks of opportunity to stand) it is a lot more useful and deadly than fireball until fireball gets up around 10d6.

Particularly for clerics, it is a massive boost in their damage dealing abilities. I'm surprised they listed it for general clerics.
