Also a good reason to avoid America as a location, even small American towns are too likely to have a National Guard Armory. And having access to modern military weapons would play hell with the feel you're going for.

Strange how things work out...I found a novel recently called "Deluge" which is about how London mysteriously becomes flooded--then the waters recede only for the survivors to discover that some kind of strange beings are inhabiting the city with them. Not really done it yet but the atmosphere of it is quite good.
