simply put, its the evolution of a campaign setting. GH and Blackmoor were pretty bare bones. DL came along and introduced plot and overarching story. FR added copious amounts of detail. DS/PS/SJ/etc added flavor variants and choices. And eberron is taking the fruit of thirty years of design tests and turning it into the most complete setting we've seen, because its being built from scratch using the best parts of everything that came before it.
