One of the big advantages of 4e is the modularity of the system means you can use Psionics well before you have Psionic classes. The Githyanki and Githzerai PC entries both have psionic-esque powers. I fully expect to see Kalashtar done in a similar fashion.
It's vexing that we're going to get Eberron before the groundwork of Psionic classes has been laid, but it's not going to damage the world. The ECS is probably just gonna say, "Psionics go here", have a few psionic monsters and call it a day.
